The Moonee Valley Energy Upgrades Program offers competitive pricing and warranties for Fletcher Glasswool and Polyester Solutions insulation.  

Fletcher Glasswool and Polyester Solutions

Bulk insulation is effective at keeping homes warm in winter and cool in summer. All bulk insulation products are made of majority recycled product in Australia. 

Glasswool insulation is an effective and affordable option. Polyester insulation is particularly good for people who want a low-allergenic product.

Insulation R-value: The R value is a measure of a material’s resistance to heat flow. The higher the R value, the greater the insulating effect, resulting in improved thermal comfort. Enviroflex staff can visit your home and assess the existing amount of insulation and either install new insulation or top up existing.

Ceiling insulation must achieve a minimum of R5, either through a new installation, or by adding to existing insulation to reach a combined R5.

As a guide to the area of ceiling to be insulated, your home’s floor plan document may include floor area (sq m).  

* Base price: The final cost of your installation will be provided in a free, no obligation quote. The final cost depends on your specific circumstances, such as an electrical inspection and/or removal of existing insulation where necessary. 

** Moonee Valley general rebate amount: Moonee Valley City Council offers the following rebate to Moonee Valley residents who choose to have wall, or underfloor insulation installed through the Energy Upgrades program: 

  • $1,000 for walls/floor 

*** Moonee Valley concession rebate amount: Moonee Valley City Council offers the following rebate to eligible Moonee Valley residents who choose to have ceiling, wall, or underfloor insulation installed through the Energy Upgrades program: 

  • Up to $2,000 in total consisting of: 
    • $1,000 for ceiling  
    • $1,000 for walls/floor (general Moonee Valley rebate)

Note that ceiling insulation jobs through the program require a current Electrical Safety Assessment form. You may choose to have Enviroflex’s electrician provide the form (at a cost of $280) or arrange one through a suitably qualified electrician.

If you choose to engage your own contractor to issue a Electrical Safety Assessment form it MUST have the following statement included in the submission to Energy Safe Victoria and to Enviroflex prior to the install: 

  • “Inspection confirming that the dwelling is wired in accordance with AS3000-1986 or subsequent additions.” 

OR 

  • “Inspection confirming that the dwelling is not wired in accordance with AS3000-1986 or subsequent additions, but that the electrical cables present are safe to be surrounded by bulk thermal insulation.” 

There are currently no Victorian Government rebates available for insulation. This is subject to change in 2026.

Warranties

Glasswool ceiling insulation is guaranteed to last the lifetime of your home (a lifetime product warranty). Polyester ceiling and underfloor insulation come with 70-year warranties. 

Why and how to best insulate?

Insulation is the most cost-effective way to increase your home’s energy efficiency, for both heating and cooling. According to Sustainability Victoria it can reduce your temperature control costs by 40-50%.

Generally, the best order to insulate your home is:

  1. Ceiling
  2. Walls
  3. Floor
